
Abdirashid Sh. Ahmed, Biography – Aiydarus Ali Ahmed, Board Secretary Abdirashid S. Ahmed is an accomplished governance and development professional with over two decades of experience in public policy, institutional reform, and program management across Somalia, Kenya, and the United States. He currently serves as the Governance, Security, and Justice Team Leader with the Somalia Security & Justice Program (PASOS), where he provides strategic direction and oversight in strengthening governance systems, enhancing institutional capacities, and promoting justice and security sector reforms. Mr. Ahmed has previously held senior advisory roles with the Office of the Prime Minister of the Federal Government of Somalia under a World Bank consulting contract, where he led major public sector and governance reforms. His work has involved close collaboration with international partners such as the World Bank, IMF, USAID, DFID, EU, and the United Nations. Before returning to Somalia, he served as a Senior Policy Advisor and East Africa Specialist with the City of Minneapolis, providing policy guidance on equity, inclusion, and community engagement initiatives affecting East African diaspora communities in the United States. He also held leadership positions in the employment, economic development, and refugee resettlement programs with Dakota County, Ramsey County, and Lutheran Social Services in Minnesota. Mr. Ahmed holds a Master’s in Public Policy from the University of Minnesota’s Humphrey School of Public Affairs, where he specialized in Public and Nonprofit Leadership & Management and International Development, and a Bachelor of Science degree from Metropolitan State University, St. Paul, Minnesota. He also possesses an Advanced Diploma in Human Resource Management from the Association of Business Managers and Administrators (UK). A dynamic leader and policy strategist, Mr. Ahmed is widely recognized for his contributions to governance reform, institutional capacity building, and development coordination in fragile and post-conflict contexts.
