a) Governance structure
PASOS has an established Board of Directors for effective oversight, policy direction as well as ensuring accountability, credibility, sustainability and representation.
The Board currently has seven members with varied professional backgrounds and representing diverse interests such as gender, geographical and special interest group representation.
The Board has a number of expert committees such as finance, Management and general purpose that undertake various specialized roles in order to effectively direct the affairs of the organization, the board meets at least four times annually.
The Board of Directors are expected to focus and contribute towards strategic decision-making, acquire and protect the organization’s assets, approve annual plans and approve overall allocation of funds between programs and administrative expense budgets among other functions.
PASOS has developed and implemented a separate constitution and also Governance, Policies and Procedures manual that covers the following areas:
- Governance
- Management
- Finance
- Human Resources
- Procurement, Supplies and Logistics
- Computer Use
- Sustainability
- Planning, Monitoring and Evaluation
- External Relations
b) Management structure
The day-to-day management and leadership affairs of PASOS are entrusted to team of able managers whose membership comprises of Executive Director, Deputy Executive Director, Program Coordinators, Finance Officers, Procurement and Human Resources and Administration. The management team oversees day-to-day operations of PASOS programs that fall under their respective responsibilities.
PASOS currently has 18 technical staff at managerial positions from various technical backgrounds i.e. Human Resources, Administration, Procurement, information technology, Agriculture, Water, health and nutrition and education.
The Executive Director and his Deputy are managing and provide leadership to the organization. In particular he/she administers and manages all day-to-day operations of the organization, including hiring and supervising staff, monitoring programs and finances, advising and reporting to the Board of Directors on the organization’s operations, & speaking on behalf of the organization as delegated by the chairperson of the Board of Directors.
The Deputy Executive Director carries out the duties and functions of the office of the Executive Director in his/her absence.
Program officers in their respective fields effectively support the program coordinator. Experienced field officers are on the ground to support program implementation. Figure 1 below shows the organization structure of the management team. Support staff including drivers, office assistant, cleaners and security officers supports the management team.
