Consultancy for the Development of Context-Specific Risk Management Tools and Facilitation of Capacity Building Activities

1. Background
Peace Action Society Organization for Somalia (PASOS), in collaboration with Oxfam, is implementing the “Enhancing Risk Preparedness and Risk Sharing Mechanisms for Localized Humanitarian Response” under the SOMJR Joint Mutual Locally Led Capacity Strengthening Program. This initiative aims to strengthen PASOS’s institutional capacity to operationalize a Risk Sharing Framework (RSF) through staff training, development of context-specific risk tools, and stakeholder engagement at local levels. PASOS now seeks to engage a qualified consulting firm to develop tailored risk management tools and facilitate related capacity-building activities for staff, board members, and key stakeholders.
2. Objective of the Assignment
- Develop and institutionalize context-specific risk management tools, including risk registers, mitigation templates, and response protocols suitable for high-risk operational environments in Somalia.
- Enhance the capacity of 15 PASOS staff and board members in risk identification, mitigation, and compliance.
- Facilitate a one-day local workshop with community leaders, field staff, and implementing partners to promote shared risk processes and accountability mechanisms.
3. Scope of Work
- Review PASOS’s existing policies, procedures, and risk-related documents.
- Conduct a risk assessment to identify gaps and potential exposure areas.
- Design customized risk management tools, including:
- Risk Register
- Risk Mitigation and Response Plan
- Risk Communication and Escalation Framework
- Facilitate two (2) capacity-building training sessions for PASOS staff and board members.
- Organize and moderate a one-day local workshop for field staff, partners, and community leaders.
- Develop and submit a final report summarizing the process, tools developed, training outcomes, and key recommendations for institutional adoption.
4. Deliverables

5. Duration
The assignment will run from 13 November 2025 to 25 November 2025, in line with the MoU implementation period between PASOS and Oxfam Novib.
6. Required Qualifications
- Advanced degree in Risk Management, Organizational Development, Humanitarian Studies, or a related field.
- Minimum 5 years of proven experience in developing risk frameworks and capacity-building for NGOs or humanitarian organizations.
- Strong understanding of Somalia’s local context, risk governance, and institutional capacity challenges.
- Experience working with international organizations such as Oxfam, or similar partners will be an added advantage.
7. Reporting and Supervision
The consultant will report directly to the Program Director of PASOS and closely collaborate with him during the assignment.
8. Application Requirements
Interested consultants or firms are invited to submit the following documents:
- Technical Proposal (max 15 pages) outlining understanding of the assignment, methodology, and work plan.
- Financial Proposal (in USD or EUR) detailing professional fees, travel, and other costs.
- CV(s) of the consultant(s) highlighting relevant experience.
- Evidence of similar assignments previously conducted (at least two).
- Valid registration certificate or business license (for firms).
