PASOS Organizational Structure

PASOS is built on a clear and accountable structure that ensures transparency, coordination, and impactful delivery of services. Our governance model is designed to empower leadership, strengthen accountability, and guarantee that our programs bring meaningful change to the communities we serve.

  1. Governance Body

At the top of PASOS’s structure is the Board of Directors, the highest decision-making authority. The Board:

  • Sets the organization’s strategic direction.
  • Approves policies, budgets, and major programs.
  • Oversees financial stewardship and accountability.
  • Ensures alignment with PASOS’s mission and values.

The Board is composed of distinguished professionals who provide oversight, mentorship, and long-term vision.

  1. Executive Leadership

The Executive Director and Program Director together form the core executive leadership of PASOS.

Executive Director (ED)

    • Serves as the chief executive officer.
    • Provides overall leadership and organizational management.
    • Represents PASOS in high-level partnerships and external engagements.
    • Reports directly to the Board of Directors.

Program Director (PD)

    • Serves as the chief of programmatic operations, holding an executive role parallel to the ED.
    • Provides strategic leadership in planning, implementing, and evaluating all PASOS programs.
    • Directly supervises program teams and ensures that initiatives respond to community needs and donor priorities.
    • Strengthens donor relations, stakeholder engagement, and partnership-building.
    • Reports to the Executive Director while providing regular programmatic updates to the Board.

Together, the executive director and program director ensure that PASOS operates with both strategic vision and programmatic excellence.

  1. Departments and Units

PASOS’s work is delivered through the following departments and units:

  • Programs Department – Oversees project design and implementation under the program director’s leadership.
  • Finance & Administration Department—Ensures financial accountability, compliance, and efficient resource use.
  • Human Resources Unit – Builds a motivated and professional workforce.
  • Monitoring, Evaluation, and Learning (MEL) Unit – Tracks performance, documents lessons, and ensures adaptive learning.
  • Communications & Advocacy Department – Leads outreach, media engagement, and advocacy campaigns.
  1. Field Offices

Field offices extend PASOS’s reach to the grassroots level. They:

  • Coordinate local project delivery.
  • Maintain close connections with beneficiaries.
  • Provide direct feedback to the program director and central office.
  1. Volunteers and Community Partners

Volunteers and grassroots partners are integral to PASOS’s mission. Their community insights strengthen the relevance and inclusivity of our programs.

  1. Accountability and Transparency

PASOS maintains strict accountability standards through:

  • Annual independent audits.
  • Monitoring visits by the Board and senior leadership.
  • Open communication channels for beneficiaries and partners.
