CALL FOR TENDER (CFT)
1. Background
Peace Action Society Organization for Somalia (PASOS), in strategic partnership with World Vision International, is implementing an integrated water, sanitation, and livelihoods improvement project targeting underserved communities in Burhakaba District. As part of this intervention, PASOS aims to enhance sustainable access to clean water through the installation of two (2) solar-powered water pumping systems in Wabari and Howlwadaag villages. In line with our commitment to transparency, competitive procurement, and quality service delivery, PASOS hereby invites qualified, experienced, and reputable local companies to submit sealed bids for the procurement, installation, and commissioning of the systems detailed herein.

3. Scope of Work
The successful contractor shall be responsible for:
3.1 Procurement & Supply
- Supply of high-quality, durable solar water pumping systems as per specifications.
- Provision of all accessories, fittings, mounting structures, cables, and protective components.
- Delivery of materials to the designated project sites.
3.2 Installation & Commissioning
- Complete installation of solar pumps, inverters, panels, combiner boxes, and security lighting systems.
- Construction of reinforced mounting structures and electrical connections.
- System testing, commissioning, and handover to PASOS.
- Provision of user training and O&M manuals.
3.3 Quality Assurance
- Compliance with international solar installation standards.
- Warranty coverage for major components.
- Certification of works upon final inspection

5. Bid Submission Requirements
Interested bidders must provide complete documentation including:
5.1 Administrative Documents
- Certificate of company registration (mandatory) – Federal Level
- Certificate of the company – Southwest State
- Tax compliance/TIN (if applicable)
- Valid business license for electrical/solar works
- Updated Profile
5.2 Technical Proposal
- Detailed description demonstrating understanding of the assignment
- Work plan with installation timeline
- Technical specifications of proposed equipment (data sheets required)
- Warranty terms for pump, inverter, and panels
- Proof of availability of skilled technical staff
- Past performance records for similar installations (minimum 3 references)
5.3 Financial Proposal
- Detailed BOQ with unit rates and total cost
- Prices must be in USD
- Prices should include delivery, installation, testing & commissioning
5.4 Additional Requirements
- Delivery timeframe from date of contract award
- After-sales service and maintenance plan
- Compliance statement to PASOS procurement policies and anti-fraud guidelines
6. Evaluation Criteria
Bids will be evaluated using the Best Value for Money approach based on:

PASOS will not be responsible for any costs incurred during bid preparation.
